Scoring: each pillar scored 0–100 from structured questionnaires to zone authorities, secondary sources (port, power and logistics datasets), and investor surveys. Pillar weights are published per edition; no pillar exceeds 12%.
Data quality flags: zones with incomplete primary data are flagged "partially estimated" and excluded from rank tie-breaks. Changes above 1.5 points year-on-year require annotation.
Limitations: the Index benchmarks institutional and infrastructural competitiveness, not sovereign credit or investment returns. It complements — never replaces — professional due diligence.
